The Australian Border Force (ABF) administers customs entry through the Integrated Cargo System (ICS), with two main declaration pathways depending on the value and nature of the goods. Understanding which pathway applies is fundamental to importing into Australia.
SAC for low-value consignments
The Self-Assessed Clearance (SAC) declaration applies to most non-document consignments valued at or below AUD 1,000 (excluding duty, GST and other taxes). SAC declarations are lodged electronically and do not require a full import declaration, though goods still need to meet biosecurity and prohibited import requirements administered with the Department of Agriculture, Fisheries and Forestry.
Full Import Declarations for higher value
For consignments above the SAC threshold, a Full Import Declaration (FID) is required. The FID captures tariff classification, value for duty, country of origin, and any preferential claims under Australia's free trade agreements. Incorrect classification or origin claims are the most common cause of post-import adjustments and penalties.
For Australian importers, the practical priority is accurate tariff classification and biosecurity readiness. Partnering with a customs broker familiar with both ABF and biosecurity processes — ideally within a standards-led trade network — reduces clearance delays and avoids costly quarantine holds.
